Abstract

This paper studies Neopatrimonialism´s persistence and the aspects in which it expresses itself in Argentina in particular, and in Latin America in general. Then, it revolves around the debate between institutionalism and culture that for the author can be solved in favor of the first statement. He claims that addressing the capture of the Government, it is necessary to boost Institutions by the standard of civil service eligibility.
