About the Journal
Colección is a publication that aims to foster the development and dissemination of scientific knowledge in the field of national and international politics. The journal adopts a broad vision of this intellectual field, recognizing and including the different disciplines and theoretical perspectives from which this reality can be approached. We believe that each of these can make a unique and valuable contribution to scientific research.
Thus, inspired by the worldview that animates the Pontifical Catholic University of Argentina and open to pluralistic and critical debate, the journal seeks to contribute to reflection and a greater commitment to the common good.
The publication is aimed at researchers and academics in the field of social sciences, university libraries, research centers, and other academic institutions that cultivate the scientific study of politics and international relations. It also aims to reach a wider audience of diplomats, legislators, political analysts, and the specialized press, with a view to informing the theoretical and practical debate in our society.
Peer Review Process
Protocol for Reviewing and Evaluating Manuscripts
To improve the transparency of the article and essay evaluation process, Colección believes it is necessary for authors and reviewers to understand the steps that submitted works undergo, from the receipt of the manuscript to its eventual final acceptance.
Initial Evaluation: Submitted documents will undergo an initial review of content and style. First, the manuscripts will be reviewed by the members of the Editorial Board. This review consists of assessing their originality, relevance, and scientific merit to determine whether or not they will proceed to external review.
In order to avoid overburdening our external reviewers, Colección reserves the right to reject submissions in advance, providing the reasons for the decision. If the journal decides not to proceed with external review, the author will be notified within thirty days of the manuscript's receipt.
Second, to correct any errors before the external review stage, the editor will make a preliminary style correction. For this reason, authors may receive a revised version of the text or be consulted to resolve any doubts.
In all cases, only versions approved by the author will be sent for external review. Colección will only initiate the review process for submissions that comply with the Author Guidelines.
The authors are responsible for adapting their manuscripts to the Journal's guidelines.
External Review: If the initial review is positive, Colección will submit the manuscript to an external review process, in which the anonymity of both the reviewer and the author will be maintained (double-blind peer review), and the results will be shared exclusively with the author.
Colección is committed to maintaining the strictest confidentiality regarding not only the author's identity but also the contents of the text under review.
The review of submissions does not imply any commitment to acceptance.
Only after receiving the external review report will Colección make a decision regarding its potential publication. The Journal does not publish submissions that have not received approval from the review process. External review will determine the status of submitted works according to the following categories:
1) Accept submission.
2) Request revisions (this decision may or may not be subject to a second round of review, depending on the case).
3) Not publishable.
The journal urges its reviewers to examine manuscripts within a period of four to six weeks; this will allow for a final decision in less than three months from the date the authors are notified that their manuscript has been submitted for full review.
Once the review process is complete, the authors will receive the journal's final decision, along with the anonymous comments prepared by the reviewers.
Acceptance and acceptance with recommendations: If the anonymous reviews are favorable, the manuscript will usually be accepted, provided that the author considers the comments and concerns raised in the reviews.
Only very occasionally is a manuscript accepted without requiring at least some minimal revisions.
Conditional Acceptance: If the anonymous peer reviews require the author to incorporate the indicated corrections, the author must submit a revised version before proceeding to a second round of external reviews. Should the reviewers' opinions regarding the acceptance or rejection of the manuscript diverge in the second round, a third external reviewer will be consulted.
Exchange between Reviewer and Author: Should authors and reviewers wish to exchange information, Colección will provide the means to do so, with due regard for anonymity.
This exchange will only occur with the approval of both parties.
Proofreading of articles accepted for publication: Authors may be required to proofread their manuscripts, which must be returned within 72 hours.
Substantial changes to the proofs are not permitted; these are limited to correcting errors with respect to the accepted version.

Publication Frequency
Colección was published annually in print and digital format until 2017. From 2018 onward, the journal adopted a semi-annual schedule, publishing two issues per year, one in April and the other in October, in digital format. Since 2023, the print edition of the journal has been discontinued, with only the digital version remaining.
Open Access Policy
Colección adheres to the philosophy of open access to scientific literature, allowing the unrestricted downloading, distribution, copying, and printing of its material, thus ensuring the fulfillment of two fundamental objectives:
- Unrestricted access to information, without economic, legal, or technical barriers.
- Increased visibility and impact of the institution and its researchers.
To this end, Colección uses a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International license for all published content.
No fees of any kind are charged for access to content or for submitting original proposals.

Plagiarism Detection Policy
Colección's plagiarism control procedure involves the following stages:
- The instructions to authors clearly state the requirement for originality in submitted works.
- Furthermore, the submission of unpublished works is a mandatory requirement for acceptance.
- Authors are also required to explicitly cite sources in all references, in accordance with the journal's guidelines.
- Once received, the works are checked using the anti-plagiarism software Similarity, from Turnitin.
- In the event of detecting any trace of plagiarism or self-plagiarism, the articles will be rejected and the author will be notified.
Code of Conduct and Best Practices
Colección adheres to the Code of Conduct and Best Practices established by the Committee on Publication Ethics (COPE). In accordance with this Code, the editors are responsible for all content published in their journal and, therefore, commit to:
- Strive to meet the needs of their readers and authors.
- Pursue the continuous improvement of the journal.
- Have processes in place to ensure the quality of the material they publish.
- Defend freedom of expression.
- Maintain the academic integrity of the published content.
- Prevent commercial considerations from compromising intellectual and ethical standards.
- Publish corrections, clarifications, retractions, and apologies when necessary.
- Maintain the confidentiality of all work submitted for publication throughout the entire evaluation process.
- The decision to publish or reject manuscripts will be based solely on their academic quality, originality, and clarity, as well as their relevance to the journal's interests. Any other characteristics of the work or the author that could lead to discrimination for reasons unrelated to its scientific nature will not be considered.
Reviewers agree to:
- Maintain confidentiality regarding the content of the original documents read until the time of publication and preserve anonymity throughout the entire process, according to the double-blind peer review protocol.
- Evaluate impartially, excluding personal considerations and preferences unrelated to the document's scientific value and contribution.
- Recusal is requested if they believe the submission falls outside their area of expertise and they are unable to provide a well-founded opinion.
Authors agree to:
- Submit only original works, of their own authorship, that are not under review by another journal simultaneously.
- Properly cite and acknowledge the authorship of all data, ideas, and texts that are not your own, in accordance with general plagiarism practices. Self-plagiarism must also be avoided.
- Include relevant information of any potential conflicts of interest, ethical considerations, and the source of funding for the research resulting in the proposed article.

Submission and Publication Fees
The journal does not charge fees for article submissions or for the publication process (review, layout, printing, and distribution). As an open access journal, there are also no fees for accessing and downloading the article.
Journal History
The journal was founded in 1995 through the collaborative efforts of graduates, students, and professors, who, along with other specialists, joined this initiative that originated in the Student Center and was later continued by the Department.

The content of Colección is deposited in the Institutional Repository of the Pontificia Universidad Católica Argentina, ensuring that the integrity of the archived content is verified. A backup copy is also kept in a master preservation folder at the institution.
