The arithmetic of mobile retention

Abstract

The controversy over mobile export withholdings for agricultural products revolves around a central question: Are the retentions imposed by the executive power? At first glance, the answer to this question seems to involve a unavoidable subjectivity: an aliquot of withholdings may seem excessive to some and not others. The purpose of this note is to offer a frame of reference quantitative and objective to help resolve whether the levels of such retentions are
unusually high.
