Abstract

The current paper is to explain the Spanish-Portuguese conflict in the River Plate during the 17th century, from an Atlantic perspective, global and regional at the same time. Considering arguments in favor of these double dimension of the subject, the article is going to expose the foreign policy measures taken by the Spanish Crown with the goal of reforming its defensive system and protecting its boarders in the Americas, as well as the specific consequences of these changes in the Governorate of Buenos Aires. Through the actions and correspondence of governor Pedro de Cevallos, the investigation also is going to elucidate the Portuguese Issue, the Atlantic Projection of the Catholic Monarchy and the solutions taken by the Crown in order to solve the feud in the River Plate from a global perspective.
