This work is a contribution to a line of historiographic production in development since the last few years. Its objective is the study of the 'speeches' and 'practice' of a set of argentinian jurists who adhered to 'penal positivism' that since the 1930's proposed some modifications on penal reform (creation of new carcelary institutes, renovation of scientific production, elaboration of new law proposals, etc.). In this work, we will analyze a project for a reform of penal code presented in 1903 by Julio Herrera, one of the most distinguished argentinian penalists, though paradoxically ignored by historical studies.
