Aborto: El fracaso de las políticas públicas para la maternidad vulnerable

Abstract

In 2018, after almost a decade of frustrated attempts, the abortion debate in Argentina was enabled. The analysis of public policies allows us, despite the contemporaneity of the legislative discussion, to try to understand, through qualitative exploratory research, what has changed in these years for these projects to reach the Congress. With this purpose, this work studies the process of collective construction of the problem of the demand for abortions in Argentina, comparing it with that process in other countries. From the design of the policies, it will analyze the dimension and attributes of the problem of that demand. After that, in the formulation of alternatives for action, and in a comparative framework analysis, the impact on the dimensions of vulnerable motherhood by way of the abortion legalization will be compared with other adopted solutions. Finally, the option for legalization will be evaluated based on the criteria of rationality, relevance, appropriateness and coherence.
