Resumen

Este trabajo estudia la vigencia del Neopatrimonialismo y los aspectos en los que se manifiesta en la Argentina en particular, y en América Latina en general. Luego, se centra en el debate entre institucionalismo y cultura, que para el autor se dirime en favor de la primera postura. Argumenta que para enfrentar la captura del Estado, es necesario fortalecer las instituciones mediante el criterio de idoneidad de la función pública.
