The historiography has highlighted the role of the councils in the period of Ibero-American independence. The councils of the insurgent spaces, not reached by the constitutional transformations of Cádiz, also suffered modifications with the retroversion of the sovereignty in the towns. The work follows the trajectory of a representative case in the Río de la Plata, in which a multiplicity of political experiences is observed that involve the councils with expressions of popular sovereignty. Efforts are made to distinguish the changes in their roles and the meanings assigned by the actors to various forms of political participations such as open councils, electoral boards, popular assemblies, congresses and legislatures. It is observed that this complexity converges towards the problem capital of political legitimacy.Downloads
