This article examines the parliamentary debates on the shipment of Argentine ships to the Persian Gulf in 1990 and 1991, whose protagonists were the Peronist Party and the Radical Civic Union. It is proposed to analyze the arguments that were used in this debate to understand different conceptions regarding the international integration of Argentina. From a historical perspective, the goal is to demonstrate that those discussions did not reflect a deep discussion about what is considered a sovereign insertion. As a backdrop, there was considerable overlap between both parties, particularly regarding the implementation of neoliberal policies and appropriation of discourse that legitimized.
